Yesterday, H.E. Ambassador Levi Demmah was formally introduced to the OACPS Committee of Ambassadors by H.E. Mr. Moussa Selah Batraki, Secretary-General of the OACPS, and H.E. Sibusisiwe Mngomezulu, Chair of the Committee.
Brussels, Belgium â Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Kingdom of Belgium, the Kingdom of the Netherlands, the Grand Duchy of Luxembourg, and the European Union, H.E J. Levi Demmah today met with H.E. Mr. Moussa Selah Batraki- Secretary General of The OACPS where he reaffirmed Liberiaâs steadfast commitment to multilateralism, development, and global cooperation.
Speaking during his visit at the OACPS headquarters in Brussels, the Ambassador extended warm greetings and pledged Liberiaâs continued support for the shared values and principles of the Organisation of African, Caribbean and Pacific States (OACPS), As a founding member of this esteemed institution.
He said , Liberia remains dedicated to the collective strength of our 79 member states, Under the Samoa Agreement, will continue to champion a more just, equitable, and sustainable global order.â
According to a dispatch from Brussels, The Ambassador highlighted Liberiaâs national development strategy, the âARRESTâ Agenda, which prioritizes Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism. He emphasized the governmentâs focus on governance, accountability, and regional cooperation, aligning with broader goals of the OACPS.
He also underscored the importance of South-South cooperation in building resilient economies and amplifying the voice of the Global South.
In a significant announcement, the Ambassador reaffirmed Liberiaâs commitment to the Samoa Agreement and the Luanda Declaration, applauding the OACPS Secretariat and member states for finalizing the new partnership framework. âThis Agreement offers a vital opportunity to modernize our cooperation with the EU while prioritizing climate resilience, human rights, gender equality, peace, and sustainable economic growth,â he said.
During the exchange of view, the Ambassador formally announced Liberiaâs candidacy for a non-permanent seat on the United Nations Security Council. Citing Liberiaâs historic role as a founding member of the UN, and its legacy in global peace and diplomacyâincluding the election of Angie Brooks-Randall as the first female President of the UN General Assembly and Liberiaâs participation in peacekeeping missions across Africa.
âFor nearly two decades, Liberia has maintained a stable democracy, with three peaceful transitions of power,â he emphasized. âOur candidacy is grounded in our commitment to representing the interests of all nationsâlarge and smallâat the highest level of international peace and security.â
For his part, Security General welcomed the Ambassador Demmah to Brussels and the OACPS and spoke about the upcoming Ministerial Meetings scheduled for May 23 and the launch of the OACPS 50TH anniversary.
In closing, the Ambassador thank Secretary for the audience and he look forward to continued collaboration with all member states and the Secretariat to advance our common objectives and ensure no country is left behind.

April 22, 2025, Brussels â The Embassy of the Republic of Liberia to the European Union was pleased to host Her Excellency Ms. Helen KaljulÃĪte, Ambassador of the Republic of Estonia to the Kingdom of Belgium and Grand Duchy of Luxembourg, during a courtesy visit today. The meeting was warmly received by the ChargÃĐ dâAffaires a.i., Mr. Senve Darlington Tehmeh, who expressed appreciation for the engagement and conveyed the arrival of Liberiaâs Ambassador-Designate to the EU, H.E. Lev i Deemah, in the coming days.
Discussions focused on expanding bilateral cooperation across key strategic sectors, notably E-Government and Digital Development, Maritime and the promotion of Gender Equality and Human Rights. According to a dispatch from Brussels, the ChargÃĐ d’Affaires ad interim began by acknowledging Estonia’s globally recognized expertise in digital government and innovation, and how Liberia is interested in exploring opportunities for collaboration in digital public service delivery, cybersecurity, and technical training to support its digital transformation (e-GP System), which was launched by H.E. President Joseph Nyuma Boakai Sr. in February 2025. Mr Tehmeh recounted Estoniaâs active support for educational initiatives across Africa and seek a potential avenues for youth-focused programs such as scholarships, hackathons, and digital hubs aligned with Liberiaâs development goals under the ARREST AGENDA for transformation and inclusive development.
Regarding Maritime security: The importance of fostering compliance in keeping with International Law under UNCLOS was underscored as a driver for inclusive economic growth by the both Diplomats.
Her Excellency Ms. Helen KaljulÃĪte and Mr. senve Darlington Tehmeh further reaffirmed their shared commitments to Art.94 and 217 of the United Nation Convention on the Law of the Sea.
The ChargÃĐ d’Affaires a.i. took the opportunity to reiterate Liberiaâs candidature for a Non-Permanent Seat on the United Nations Security Council, respectfully requesting Estoniaâs support and promised to conveyed Estoniaâs position on Shadow fleet vessels to capital.
In a personal reflection, both diplomats noted their professional roots in media and shared their experiences in communications and public service.

LIBERIAN STUDENTS FLEEING UKRAINE MEET AMB ISAAC W. NYENABO IN POLAND
Liberiaâs Ambassador to the European Union and the Benelux Countries, Isaac Nyenabo II, has arrived in Warsaw, Poland as the Liberian government steps up efforts to provide safe passages and refuge for hundreds of Liberians, including students, fleeing the conflict in Ukraine.
Upon arrival, Ambassador Nyenabo held a face-to-face meeting with some of the Ukraine-based Liberian students and explained the efforts being made by authorities in Monrovia to ensure their safety and well-being, as well as possible evacuation.
Foreign Minister Dee Maxwell Kameyah joined the discussion via zoom and assured the students, on behalf of President George M. Weah, of the government’s fullest commitment to ensure that they are safe. He also thanked them for the resilience they have exhibited thus far.
Minister Kemayah informed the students that President Weah has instructed the Ministry of Education to liaise with their families and create a database that will provide records on each and every student to enable the government adequately respond to their welfare.
In attendance were, Geraldine C. Kumakeh, Phlidora Matina Brown, Satu Freeman, Tithelma Eliza Martin, Kamara Louckmane, Martina Martin, Lisa B. Ambassador Nyenabo has meanwhile informed the students that a NOTE VERBALE, dated March 2, 2022, was sent to the European Extended Action Service requesting a meeting with EU authorities in Warsaw. The Liberian delegation is expected to have a meeting with the European Permanent Representative in Warsaw on Friday, March 4, 2022, to discuss the situation of the Liberian students and what can be done to aid their humanitarian/repatriation needs.
Ambassador Nyenabo is also expected to travel to bordering towns in order to assist students currently seeking entry into Poland, Hungary, and other bordering countries.
